The 54 million number is kind of like the attendance to Glenn Beck's rally. It depends on who you ask. One side will say significantly lower. Take Sam's 30 million. The other will use 54 million or some other number. I see 47 million a lot. The truth is probably somewhere in between. After a number is found, there is a breakdown. Some people don't want insurance even though they have access and/or funding. Usually the wealthy or young. Some people qualify for existing government plans, but have not applied. Some are legal immigrants. Some are illegal immigrants. Some are truly stuck without a choice. The only group that should be worried about is the last, at least in my opinion. Immigrants can go home if they need free health care , the young and wealthy can continue to play the odds, and there has to be somebody in one of the legion of government agencies who can help those who qualify and can't figure it out. If an immigrant needs emergency care and cannot afford it, something can be worked out. Maybe charging the home country if they are illegal.
