Actually, no. I don't. How does the government enforce regulations/behaviors? They will incarcerate and/or fine you. And if you ignore that fine, what is the next step? They will forcibly take your property or your money. And how do they accomplish this if you resist? They will show up with armed agents/police to do so.
So, yes. That is the ultimate method by which the government enforces their rules that modify your behavior. McDonalds needs to hope that their advertising and pricing alone are good enough to get you in the door...
