Did you read the actual Wikileaks document that the Telegraph based
its story on though? They link to it in their article (which is cool)
but it doesn't seem to support their conclusions in the slightest:

According to that document, the protester came to the US government
with a plan for undermining Mubarak's regime, not the US sending
plants. It also repeatedly refers to the plan from the protester as
"highly unrealistic" and that they are "doubtful of his claim".

I can't see anything in that document that would lend credence to the
suggestion that the US helped plan anything that resulted in the
current protests.
