Yes.  It doesn't matter what's on the pipe today, it could be whitenoise, it
just matters that the pipe exists and is ready.

The goverment needs a solid, secure, reliable audio and visual pipe - the
default pipe - to communicate with its citizens in times of crisis.  It's
rule #1 of defense and response.

We need NPR and PBS  to be ready to communicate with every corner of our
country if there's some crisis.

And we need people to know that's where they go to hear what to do and they
can count on those stations being uncompromised.
