I think the psychological impact will be negative for the rebels and
positive for Qaddafi. The rebels will see that there is no real support for
them on the ground where they are being pushed back. Qaddafi will see it as
a weak response from his enemies and will just hire more mercenaries to do
his killing for him. Qaddafi is the type of person who has no qualms about
throwing money at a problem. If it takes a billion to keep Libya, he'll
spend it.
