The only problem is that he is trying to take why small businesses are not hiring then trying to use this to disprove that corporations, which are not small businesses, are sitting on cash. The whole article is a logical fallacy. The reason small businesses are not hiring is that the banks that normally lend them money to make payroll and to fund things like expansion and IT projects are not lending them the money because they are not getting the funds from the larger banks. If I had a dollar for every small business that has called me and then had to cancel a pending contract because they don't have the funds, I would have enough money to comfortably retire.
