Most state, I believe, have enacted minimum speed laws as well as laws that state if a driver behind you is going faster, you are supposed to yield. Problem is that they are not enforced. Maybe they need to make the fines higher so the cops can make more money for the state and will enforce them. This driver should have merged into the lane to the right, but the cop should not have been inches from his bumper. That is just asking for a high speed accident. Even if nothing happened that would cause the driver to have to suddenly brake, it is going to intimidate the driver and make the driver nervous and increase the likely hood of that driver making a mistake that could cost them both their lives.
