But that particular car WAS going the speed limit. Was actually going
a little FASTER than the surrounding traffic. So the second rule in
this case doesn't apply.

And since there was no audible warning, the first doesn't apply.

The truth is - the cop was in the wrong, was speeding, wanted to speed
MORE, and tailgaited. He should get a ticket for his actions. And a
light reprimand for doing it while in a police car.

But, as the overall act did not cause any damage (even if there was
the potential for an accident due to the poor driving), I am inclined
to not care very much. Cop was a jerk, but so were about half of the
other drivers in that video.
