X-Box Live can't call any Skype user's mobile phone, desktop, etc... And last time I was an X-Box Live subscriber it didn't have a video component, something Skype has a great foothold in. There is no reason to think that the audio and video (if there is one) components of X-Box Live couldn't be redirected to leverage Skype's infrastructure.
