Based on what you wrote, "murder" seems like maybe a stretch.

Best-case-scenario: The daughter accidentally drowned and the Mom is
sociopathic about it.

Of course the daughter may have drowned due to neglect or (cringe) on
purpose.  In those cases it's murder.

It's just that there are zillions of neglectful parents and accidents
do happen and bad behavior after isn't a capital offense.

Either way I feel very sorry certainly for the little girl, but for
all involved.
