In physics it's possible to explain unexpected behavior by inferring unseen 
forces.  You can even calculate those forces.  It's how we find planets outside 
our solar system.

I'm saying that judging success or failure is impossible if you buy an 
interpretation of the data that says there are outside forces at work.  
Personally I do.

If these forces do exist then we can only conclude that both administrations 
have been "successful".  If they don't exist then both have failed.
