I'd fully expect step one of any overhaul of this size to be an analysis of
the business and creation of a plan. I don't know of any legitimate
interactive agency that would do that for free.  Till that is done, no
"plan" would exist except to do that analysis.

Though - I have every confidence that they will screw it up.
