You might look into Southern Oregon. Josephine County has over 5% of the population with medical marijuana cards. Got some areas that are pretty liberal (artsy Ashland) and some that are more bedrock conservative and then some that are just a bunch of old dudes who grow what they want, know who their neighbors are and want to be left well the fuck alone. Mountains, beach, easily some of the best weed in the world, no city of over 50K for hundreds of miles. Some gorgeous country down there.
Regarding the gun bits, rules are evolving. In particular, they are working on privacy regulations around concealed weapons permits in the last legislative session and were working on reciprocity of concealed carry permits with other states. I wouldn't say that it is super easy to get a concealed carry card but it also isn't very difficult. The current state of jurisprudence in the state seems to be toward the idea that having a medical marijuana card and a concealed weapons permit are fine together.
