It's not really that clear cut. Jim Messina was hired by Obama to run his reelection campaign. He, perhaps more than anyone else, speaks for Obama the candidate. If he says something improper then Obama needs to hold him responsible. But that tweet is a tempest in a teapot - a thoughtless use of a throw-away quote, and certainly nothing like what went out under Paul's name.
