This team had been deployed on other missions. Everyone of these missions was deemed a terrorist attack. If the team went to Benghazi, it would have implied greatly that Benghazi was a terrorist attack and it occurred on the Obama's watch. The timing before the election could not have been worse so every effort was made to keep it from being a terrorist attack, regardless of the facts. It's interesting that three people were killed in Benghazi and it has cause all kinds of political strife, three people were killed and many injured in Boston and it led to Boston coming under martial law, yet Chicago, with its draconian gun laws, is a death trap and no one seem to be concerned.
