i guess you have to step outside the situation for awhile. I find it best to define your position up front, and try to turn the table on them.
ie. "I need proof of liability before I can process payment. Please mail or fax documentation so I can review - I need this before I can proceed. No exceptions." Until they provide doc - what can they say? Once provided I would give them the courtesy of researching whether payment was made. and I would be honest with them. ie if I made payment - I would provide details. If I have no records either way, I would say - that was two years ago - and the appropriate records have been filed offsite or whatever, and you have no way of easily substantiating their claim and will not today or ever make payment. No exceptions, No further discussion required. .. I am presuming of course that this is done in good faith. And that you truely are trying to expedite the manner.
