Unless you're willing to pay a lot more for a lot less food then you may
have to accept undocumented workers. Those much more well off than many of
us will have to pay a lot more for their landscaping workers etc. While
those of us who are in HOA' s will end up paying a lot more for the
landscaping.

You complain about the workers themselves but not the companies that hire
them. Generally the penalties for companies are little more than slight
taps on the wrist.

Up until a few years ago there was a guest worker program which allowed
agricultural and other specific working categories in the country
temporarily. From what I understand, it was discontinued a while back.

I have a cousin who has a small farm in the Penticton Valley in BC. He
swears by it (and at it frequently). But it does supply the workers at a
reasonable price and make sure that the living and working conditions are
reasonably tolerable.
