Poland was part of Hitler's empire in WWII, but that doesn't mean that they
would have been called Germany...it was still called Poland. India was part
of the British Empire, for a more appropriate example, but it was still
called India and still looked at as a separate country. Palestine became
part of several different Empires...it never really ceased to be Palestine
as a result. They were a political unit...just because they were a vassal
state doesn't mean they didn't exist as a unit. For 2000 years, the land
was not referred to as Israel until 1952.

Which were all part of another nation state until the creation of Israel.

The name was created by the Romans to replace Judea after they destroyed the
temple.
