The merchant needs to get a "merchant account" from their bank, or any bank.
Merchant account are basically lines of credit, so the merchant needs good
credit to get one. If they don't...try Card Services, they are pretty unique
in that they are owned by a bank and are willing to do internet merchant
accounts still. Stay away from the big banks, unless the merchant is large
enough to get respect from them.

You need to find a gateway (like authorize.net) that you send the actual
data too. The gateway usually provides the merchant with a web based
terminal that lets them do all of their charges, keeps records, etc. The
gateway will probably be the most helpful people along the way, they can
tell you what they need and where to get it from. I'd stay away from
Linkpoint....they make you buy a cfx tag, and they have had bad support in
the past. On the other hand I think someone from authorize.net actually
participates in the cf-talk list, and it's pretty easy to write your own tag
to interface with them, or download one. We have actually partnered with a
gateway who is on our own network...
