Yea, I always thought of it that way too. From searching on the web I get
the impression it is a special case. For postal address purposes, and for
counting the number of states it is a state, otherwise I can't find anywhere
that is says it is a state!

I'm curious too.  I'm pretty sure it's not considered a state though.  It's
really a weird little place.  Kinda like the Vatican in Italy, but for the
US federal government?
