Because the Federal Government is an entity that governs the 50 states.  The 50 states 
have voting rights and such in
the Federal Government.  In the Senate, each state has an equal vote and in the House 
each state has a number of votes
in proportion to the number of citizens in the state.  So, the Federal Government is 
really controlled by votes from the
50 states that comprise the US and the 50 states also elect the President (not 
individual voters as we were so reminded
in the last election).  The people that live in DC do not live in a state - they live 
in an area that is controlled by
the Federal Government.  So, it is not that the people there don't have voting rights 
- it's more a matter of the
District of Columbia not having voting rights.
