Sandy, I think you have made a fairly articulate argument here already.
Personally I think if you just flesh out your points with more detail and
put it into the most accessible language you can muster that you won't need
to say more. In other words, maybe more technical detail won't necessarily
add to your case. Although I'm sure it's useful to have references there to
back up your points. Good luck with it!

Okay,

I want to persuade the powers that be that continuing to support Netscape 4
is a waste of time, resources and the source of much hair pulling.  In doing
so, I also need to persuade them, (more than likely) that web based
information does not HAVE to look and act the same (ie separate content from
presentation).

Anyone have any links to good research that can help me make the case?  Some
of the reasons I have come up with are:

Better 508 compliance (following the spirit of the law, rather then just the
letter)
Being able to separate content from presentation (via CSS1) means
information is available on more than just a web browser
Getting away from Tables as layout.
Not expecting the thing to look the same on each and every browser out there
(tho of course they won't spend the money for a testing bed of different
OS/Browser combinations to test on in the first place).
That supporting a 5-6 year old piece of software (with according to the
research I have done tonight) that has approximately a 4% penetration rate
is a waste of resources.
