Yes, people should be allowed their artistic expression. Rockefeller Center used their own artistic feelings and decided to not show the art anymore. It's a two way street. No one is stopping the artist from creating the art work - the center just decided they didn't care for it based on complaints from visitors.
As for life not being pretty - I think you have to draw a line somehwere. I don't want to see what it looks like when someone jumps from a building - does that mean I don't want to deal with the tragedy? As for the piece itself.
