Was it dead (dial tone) or just silent (or slightly hissing)? sometimes the
telemarketers are on a computer based automatic calling thingy that waits
for a pickup (on your end) to hook up an operator/salesbastard. If there
isn't a connection, or the connection is to voicemail an automatic message
may get played.

Unfortunately Washington state does not have much in the way of "take me off
your call list" legislation so there's not a lot we can do here about
annoying phone calls from the marketeers...except make it fun when we do
answer the phone and make strict rules about when we answer the phone. For
instance, no calls answered during dinner (it's important to my wife and me
that we sit down with the kids and eat as a family pretty much every night);
if somebody calls during that time, they always have the option of leaving a
message and we always have the option of returning the call.
