My Gateway at home at the same issue. It was an IRQ sharing issue. It's
been a long time but I think it was my NIC that was sharing an IRQ with
my soundcard.

Hey all.

I've been having a problem with my computer. A Del 8200...P4 1.8Ghz,
512MB of RAM.

It constantly..stutters. What I mean is...if you are moving the mouse
cursor really quickly, you will notice it pausing every few
seconds....all the time.

If I am playing .mp3 files..they would skip or stutter.

If I am playing games..the graphics freeze every other second or so..for
a veeeery short but noticeable space of time. Noticeable because the
motion of say a ship landing, is not smooth.

I don't seem to have a problem playing video however.

I've clean booted, turning off all non-microsoft services. I've even
gone through and turned off some microsoft services. I've checked for
spyware using AdAware Professional.

I have Defragged and run Scandisk on the hard drive. 

I can't find anything wrong!

My CPU usage is at a constant 10% with System taking up 6% and Explorer
taking up ~3%. 

I just can't figure out what the hell is happening!!
And I can't pinpoint exactly when all this started happening *sigh*.

I've even removed McAfee from the system thinking that might be it.

Any suggestions?
