Two completely separate issues, I think.

I don't like Cheney, so anything he does smells fishy to me. He actually scares me. 
Less than Ashcroft, more than Rumsfeld.

(Can you say "The power behind the throne"?)

Because of Cheney's close (and as you suggest hidden) ties to Haliburton, I thought 
the question needed to be asked:

Why did Haliburton (or subsidiaries) get the un-RFPed contracts? Was it due to undue 
influence or hidden motives or agendas?

The answer seems to be: Even if that were true, they should have been chosen anyway.

If they are the best then I agree with this. I dunno why there couldn't
still be an rfp though... but if that is the case the question then becomes
why all the secrecy about the payments to Cheney. Assuming they are
innocent for a moment, the extreme secrecy of tnis administration works
against this country's (and its own) best interestes.
