There are still plenty of "knowledgeable" people to be found that
believe homosexuality is a mental condition (and a few that believe it's
a physical disease - a virus, perhaps).

Whatever their perceived cause the policy argument is that money should
be spent to help these people overcome this "illness" (which they
believe can be cured by counseling) rather than promote it as a choice.

Of course the root of all this IS the religious right, but just like the
"Intelligent Design" debate they've formulated scientific-sounding
arguments to push the agenda forward in a secular (appearing) fashion.
