You can download the XP Service Pack locally but not the individual updates.  The only thing close I have seen is to go setup an SUS server on a computer and use that to replicate the updates across a local network (not the internet).  The MS Ftp site does not appear to keep all the patches anymore.  Also, I believe the patches used to come on the technet cd's ?
