The reference exchange is not always the same, there are privacy considerations.
Also potential for liability.

Usually questions along the lines of "Reliable", "On time to work?", " Does he
require frequent supervision", "Is he eligible for rehire?"  The potential
employer might ask the old one to confirm the salary range and the position
title, and they might get an answer and maybe not.

They mainly want to confirm that you do (did) work there, your title, and is the
compensation you claimed in your application correct.

It is a bad practice to make those calls until after a firm offer has been made
and accepted.
