Actually at the time (around 600-700AD) there was. Imperial authority
moved east to Constantinople while the every day secular authority
basically went on permanent vacation. All that was essentially left
for social authority was the church. In other words the situation was
similar to what is in Iraq today, many different tribal leaders and a
somewhat diffuse religious authority. Not the nicest situation to
operate in.
