I did not mean to imply that Foreign Born were considered security risks.  The
situation as I know it (And I certainly am no expert) is that clearances for
that class took a lot longer, and that many DoD contractors are not willing to
invest the time and money in that candidate while waiting the length of time it
takes to get clearance investigations done.  This is not the same as saying they
are ineligible for clearances.
