I've worked on a project like that (not as programmer tho).  It was done in ASP, and very sophisticated.  Administrators were able to even provide surveys or questionsaires for registrants.  It was VERY reusable and modular in design, and the reporting engine was top notch.  And about the "views"...........talk about granular security with steroids!!!

  I'm just looking for a ballpark figure right now to build it. This isn't an
  RFP. If you've got ideas on price, what about building it for a one-shot
  deal vs. something moderately reusable? Of course, around here reusability
  is a joke since no two people want the same thing.
