For me, it is $40-$45 USD/hour.

One client created a development server and put the code I need to access on
there. So I have full access to the server, but I don't have access to other
code beyond the code I need. As for using your code for their business, don't
hire developers from developing countries that don't have these kinds of laws
clearly established. It just doesn't matter how many NDAs they signed, they
would still do it if they find your code useful.

The client I am currently working for found my Brainbench's CFMX master
certification on Brainbench and contactws me. You may want to do the same.
That way you know for sure the guy has skills. He also asked me if I know CFC,
what methodology I am using, and the type of applications I have worked on. My
advice is to find the people who had done the type of work you are doing. They
would know exactly what to do and would speed things up a lot. If you have a
missing piece, they would fill that in for you since they have done it before.
Also make sure you get someone who has worked in a team environment before and
is a team player. It is important. I have hired several people who just
re-wrote all the code over again because they didn't want to use other people's
code. Oh, also avoid people who has created too personal web sites and small
business sites that don't really have any advanced features.
