When proper life cycle development processes are followed, there are deadlines and milestones built in, if your consistently not meeting your deadlines, then the employer can look elsewhere.
It's going to come to a point where employers will have to trust their telecommuters, the daily commute is going to become too expensive for even highly paid knowledge workers.
