POSITION: Advanced IT Specialist (ColdFusion Developer) (Research Associate II Special) position available with the Center for Environmental Management of Military Lands, to be assigned in Fort Collins, Colorado. Position contingent on availability of funding.
MINIMUM QUALIFICATIONS: B.S. in Computer Science or Information Systems or a closely related field, or an equivalent combination of education and experience. Demonstrated experience in ColdFusion programming and web application development. Demonstrated experience with SQL database queries. DESIRABLE QUALIFICATIONS IN ONE OR MORE OF THE FOLLOWING CRITERIA: Experience in Web interface development using CFML, tag libraries, HTML, DHTML, JavaScript, XML and XSL, MVC technology. Experience with PL/SQL programming and Oracle databases. Demonstrated experience in data conversion, rectification and integration into relational database structures. Experience with source code management and build tools, such as Subversion, CVS, Ant. Demonstrated experience with object-oriented programming and with Web Services. Demonstrated ability to work well in a team environment. Excellent verbal and written communication skills. Knowledge of biological systems or data desirable. Knowledge of .NET development environment desirable. RESPONSIBILITIES: Within the National Park Service (NPS) and the Natural Resources Stewardship and Science (NRSS) Directorate, the Environmental Quality Division (EQD) and the Office of Natural Resource Information Systems (ONRIS) are two units within NRSS with staff in Fort Collins, Colorado. EQD and ONRIS are responsible for the development, deployment and maintenance of Service-wide applications that allow park staff to consistently manage natural resources in compliance with environmental regulations and using scientifically credible formats. The position will support EQD with operation, maintenance, and future planning of a web application called Planning, Environment and Public Comment System (PEPC). PEPC has an internal site for park users to incorporate NEPA compliance into their project plans and for NEPA coordinators to track compliance and project milestones. PEPC also has a public site to be used for public comments on NEPA documents. The primary focus of this position is to develop, document, and maintain Oracle-based web applications in support of EQDâs PEPC. Design, develop and maintain Service wide web applications that serve as front-ends for Oracle databases. These web applications are developed with ColdFusionMX, JavaScript, Web Services, HTML and XML/XSL using Model View Controller (MVC) technology: * Program in ColdFusionMX application. * Use ColdFusion Markup Language (CFML), CSS, HTML, XHTML, JavaScript to develop web interfaces, utilizing Microsoftâs IIS services, to connect to an Oracle database. * Document technical procedures and code for ColdFusionMX applications, including versioning software such as Subversion or Visual Source Safe. * Develop Web Services to integrate with other NPS Servicewide systems. Utilize Oracle data objects and distributed relational database management systems by developing SQL queries and Oracle packages: * Query Oracle databases and create data objects using SQL for use in web applications. * Program using PL/SQL. * Use Oracle OEM to maintain and modify the Oracle tables, views, packages and package bodies. Facilitate consistent data management techniques, technologies and integration with other NPS applications and information systems: - Facilitate consistent organization, integration, access and protection of natural resource data. - Provide technical support for project integration, web application programming and database development. The incumbentâs additional responsibilities include: * Working independently and collaborating effectively with other developers in a team environment. * Providing technical support for EQD web applications including end-user support. * Coordinating web application and database development with other members of the PEPC support team. * Developing web applications in compliance with NPS web standards. * Documenting web application code and database development procedures. * Conducting training sessions as directed. * Performing other duties as directed by the project leader and cooperators. * Work to deliver applications within the framework of the software development life cycle. * Ensure that the code developed meets with established coding standards. * Assist with the development of interfaces between assigned systems and the systems maintained by other groups. SALARY: Commensurate with experience and qualifications. Range $50,000 - $60,000.
