 Remember that one of the aims of the data model is to set the groundwork
 to expand CF beyond netCDF files. I don't think that guaranteeing the same
 logical content will be a problem for users, as a user interacts with a
 software library, and not directly with the data model. I would expect a
 software library to add inconsequential user-friendliness. For example, it
 might be nice to remember netCDF variables names when reading a file so
 that they may be reused, if possible, when writing the data out again. But
 netCDF variable names are not part of the CF data model.
