A couple of issues here. First off the Dev version of Adobe CF only allows for 
2 external IP addresses, and those will be the first two that hit the CF 
server. Secondly you will need a web server, such as IIS or Apache. 

That said, you can use the internal web browser in CF - you'll just have to hit 
port 8500, unless you change the configuration to point to some other port.

If you don't want to shell out the cash for CF standard (around $1200), you may 
want to look at one of the open source alternatives to Adobe CF, like Railo 
(http://www.getrailo.com/) or Open BlueDragon (http://www.openbluedragon.org). 
Both offer ready to run versions that will do what you want, and both offer 
about 90% of Adobe CF. The Open BlueDragon people just released a package 
called OpenBlueDragon Jam, a full stack install of Open BlueDragon, the Jetty 
Application/Web Server, Java, and MySQL. That may work for you.
