SQL Enterprise Manager

What are the licensing issues regarding SQL 7 Enterprise Manager (the
MMC snap-in)?  Can I install it on all of my developers' workstations?
Since it comes with SQL 7 itself and doesn't appear to be available for
download from Microsoft, I assume it's part of SQL.
