To the best of my knowledge, you're allowed to install as many copies
of the MMC as you need to properly administer your licensed SQL
Servers. MS really doesn't care about their admin tools. As long as
they've hit you for each server & each end user (and of course each
of your developers using the admin tools counts as an end user CAL),
MS is reasonably happy...

You should be able to run the 'sql70cli.bat' from the root of the SQL
Server 7 CDROM to silently install only the client tools on a
particular machine. I'm not 100% certain, but I *think* that
includes the admin tools as well. Check out the various .bat & .iss
files in the CDROM's root for some other nifty options.
Failing that, just choose the Desktop version of the installer (from
the autorun splash screen), select a custom installation, and specify
only the client & admin tools without the server itself.
