Jim,
Not all organizations use staging servers -- but many companies, Allaire
included, recommend this step.
Sometimes the development servers are pummelled the hell out of -- and an
interim process of using staging servers -- set up exactly as production
servers -- allow testing changes and updates in exactly the same environment
as the production machines.
Sometimes little things will slip by when going straight from development to
production -- it's a good safety measure -- albeit more expensive to add a
staging setup.
