One trick we used to use in similar situations was to borrow a second
processor and install the multi-processor version of NT, then remove the
second processor.  Multi-processor NT will operate ok (possibly there are
performance penalties - I never tried to find out) with only one processor
installed.  When you get processor two, install it and restart and you're
done.

For what it's worth, UPTOMP.EXE is an option but nine times out of ten (at
least for us) it leads to a screaming blue screen and the need to rebuild
anyway.  Don't waste your time with it..
