Client Variables - MX

We have two installations of MX that are pointing at the same DB.  As far as we can tell the installations are identical.  However on Box A the server refuses to set a cookie.  If you already have one for the site you are fine but if you never had one you can't get one created.  Looking at CFDATA and CFGLOBAL tables the system creates an entry but since no cookie gets set it does it everytime you come in.  Box B works like a champ.

Can anyone give me some insite on what to look for here?
