If you enter a license key, you're not installing CF 7 Developers Edition.
There's only one installer, as far as I'm aware. The version you get depends
entirely on the license key you enter, if any. If you don't enter a key, you
get a trial version of Enterprise Edition for 30 days, which changes to
Developers Edition at the expiration of the trial, or you get Developers
Edition immediately if you choose the appropriate checkbox.
