Better than attachments eh? ... html has zero to do with the purpose of
email ... and personally I have yet to see it actually improve the viewing /
reading experience... I realize that puts me on the other side of the fence
from most folks...

I've not found a setting in Outlook ( express or otherwise ) to do this... I
spent endless hours trying to turn the crap off back when I was being forced
to use Outlook and before I found nohtml ( which wasn't even quite good
enough on Outlook 2000 -- it only actually did what I wanted it to do on
2002 ) ... Maybe I should have been looking for a way to define my own style
sheet instead...
