This could be done at the router, dns server, firewall or proxy server, 
or at the web server. I'm guessing that you want to do it at the web 
server. Depending on your web server this can be accomplished different 
ways. Although I haven't used Apache in awhile I seem to remember that 
you can use redirect directives :) to accomplish this. Otherwise, set 
up a virtual host at domain.com and have your default script, 
index.html or whatever, include a META tag redirect to www.domain.com. 
There may be other ways but, this is all that comes to mind right now.
