Thanks for all who helped me. I added a <cfoutput query> to the list 
loop below and everything worked perfectly.

<SELECT NAME="Foo">
 <CFOUTPUT QUERY="getcommonnames">
        <CFLOOP LIST="#common_names#" INDEX="Item">
        <OPTION>#Item#</OPTION>
        </CFLOOP>
</CFOUTPUT>
</SELECT>
