Here is workaround. Sorta of... Try pointing to UPS development server "wwwcie.ups.com/ups.app/xml/TimeInTransit" rather then the production server "www.ups.com/ups.app/xml/TimeInTransit"
I hate to do this but, it keeps the store up. I this is not a fix. I am still very much hoping to find a fix. Mark W.
