So it only took me and a microshit guy like 1.5 hours to figure this one out, and it turns out to be that the service pack (4) for sql server 7 zero'ed out my concurrent user licenses for both of my older sql server 7 servers. THANKS MICROSHIT!!! THANKS a whole lot, anyway, thank you all for your help.
