The problem is not with links inside the PowerPoint slides - these are static pages 
called by the application.  The application page displays in two frames.  The 
navigation bar (bottom frame) controls where the user goes (next / prev), what 
displays in the top frame (PowerPoint chart or other html pages) or they can return to 
other options.  The problem seems to be how IE interacts with a PowerPoint slide 
inside a frame.
