This is a complete hack, and I am sure there may be a better way to do it, but when I call a service, I go ahead and retrieve the WSDL via CFHTTP, www.thedomain.com/smoething.cfc?wsdl and if there is a connection error I will not try to consume the service.

We have a application on a shared server, and as far as we can tell whenever the webservice can't connect to the remote server, it creates a server-crashing thread that eventually brings ColdFusion. It's on a shared box, so we're in a panic trying to get it fixed...any ideas?
